I'd stick two full grown Ocellaris clownfish or royal gramma or cherub pygmy angel sized fish in there and no more.

a lot of variables is true. If you have it sumped and have a larger water volume, and good filtration, skimmer, and a lot of live rock, plus perhaps a refugium, then you can support a higher fish load.

Think small, go with gobies, blennies, basslets. maybe 3-4 for viariety's sake.
