I have a hand held TDS meter and it read 0, while my Red Sea test shows the RO water with 0.1 phosphate level. As for my DI cartrige, I have a color change type and the bottom of it has only begun to change to a brown/yellow.

DI eats Phosphate with gusto, they do not cause Phosphate. If your TDS reads 0 and your test kit reads 0.1 then I'd believe the TDS meter.
