Suggestions for Diving & Coral collecting holiday

Hi all,
Does anyone have suggestions for a vacation destination for a snorkeling & (Legal) coral collecting vacation ? Someplace where one could ship collected live specimens home....Thanks!

Its legal if the law doesnt see it....which seems to be the policy in some places.

cozumel mexico is supposed to be some awesome snorkeling...and generally, in mexico, they don't care what you do.

It is illegal to collect stoney corals or any rocks from the Atlantic IIRC. I'm not sure what laws are in place for Pacific collection (probably revolves around CITES). You can collect fish if you want. It's often costier and more hassle then it's worth to do individual collecting though.

Just in US waters or Bahamas, Haiti (not that I'd want to vacation there), etc?
