OK.....I'm gonna get flamed up the wazoo for this.

In my opinion, the best way to clean it is to put it in your driveway and to fill it with your garden hose. Then dump some muriatic acid in it and watch it dissolve away wth gunk.

Muriatic acid is available at most Home Depots/Lowes..blah..blah...blah.... as a pool cleaner.

However, it will still be quite caustic once done, so you need to decide how to discard of it.

Personally, I use the remnants to clean my driveway.

However, a strong bleach solution should do the trick also (it will take more time). Bleach, after sitting for a day or two, will neutralize itself....so you may want to consider that route.

Considering you're dealing with mostly algae, I would go the bleach route. Bleach is better on organics. Muriatic acid is better on calcium based stuff.

Fill the tank with water, add about two cups of muriatic acid, put in power head and let it sit for 24 hours. Clean as a whistle. Then drain the tank (careful it can eat through your driveway) rinse it will, then pour in a bottle of white distilled vinegar. Rub that throughout the tank, this will counteract the acid. rince once more and your tank is clean
