Tank is still cloudy.....

This has been an on going problem for the last 2 months and seems to continue. The tank has been going through a period where it is only clear for about 2 days and then the water gets cloudy again. Its almost like it is going through mini cycles. I cant seem to get it under control and have done so many water changes over the last two months that I am just exhausted. Any ideas to what could be causing this to happen? I have tested ammonia and it seems to be just a little elevated during the cloudy periods. Nothing has died that would cause this to happen and I have been running carbon religously for 3 days after each water change.

What kind of substrate? Do you have fish or any inhabitants? Pumps? Where are they pointed?

Several things could be making it cloudy. Maybe it is chemical, are you running charcoal in the system :?:
