Happy New Year Yes, those will do fine together. I'd only add the mandarin after a year of established live rock, but other then that, you should be okay.
the copperband will get around 7", the potters angel around 3-4", the anthias will each get around 5". the zebra blennies (Istiblennius zebra) will each get up to 7" long and the mandarin will stay small.
the four anthias alone need a tank of at least 125 gallons.
Personally I would avoid the CBB more for their hit/miss reputation for thriving in long term captivity than I would for fear of the size it would attain.
A single dwarf (Centropyge sp.) angel like the Potter's should be fine in a 65 gallon tank. If this is going to be a reef, consider a Cherub or one of the more "reef safe" species from this genus.
I agree that the tank is too small for a group of anthias, but a solitary male from one of the smaller species would be an option.
I have no experience with the blennies.
I agree with Len on holding-off with the Mandarin until you have a mature pod population.
