I have a new setup and put the sump, pump, protein skimmer etc in the basement for easy access and drilled holes through the floor to get the lines to and from the basement. The problem now is the loud noise of the water going to the sump. Its a combination of the water falling 8" from the top of the in tank to the pre-filter then the majority of the noise is the water racing down the 1" tube to the sump. Is there a recommended way to add a little back pressure to quite this down?

The simplest and most effective way is to add a gate valve on the pipe going to your sump below (below your tank). Choke off the flow enough to raise the water level in the overflow to fully submerge the pipe's top inlet. This will reduce the waterfall sound and will quiet the flow down since you now have effectively removed all air from the pipe.

Just watch the water level for a couple of days, and adjust slowly. Once it's dialed in, the water level in the overflow box will stay where you desire.
