what is it? and should it be in my tank?

I had some GSP {green star polyps} that had stalks like that as a base. Maybe they are just dead ones. I dont think they will harm anything. If you like the way they look you can leave them in.

Looks pretty with the coraline on it. Maybe you can find a use for it as a support or frag rack.

My bad, might be its natural color. Either way, doesn't look bad to keep in the tank and let corals grow on it.
