What kind of sand is that anyway? It's covered in Diatoms. Brown jelly disease can be caused initiially by several things and the best way to get rid of it is rinse the effected area with freshwater and then after letting the coral rest for a bit in the tank, dip it in either lugols or hydrogen peroxide. If using peroxide just do it for maybe 30 seconds at a time with rests in the tank in between. That's for the torch, the elegance I would move back to where it was doing better and then go from there.
