what can I turn my lights down to I see on a web site I can turn them down to six hours is this true?

All summer no water changes and my tank went to "HELL" Bubble Algae all over and big stalks, If I was to get a emerald crab will it take care of all of it bubble and the stalks I can send a picture over when I get my cam back Im first looking to do a few water changes before I do anything.
