Basically the only small angels that are tank bred now for sale to collectors are resplendent and interruptus. Unless things have changed. Check it out:

I'm assuming that you just transferred all your livestock to the new tank? Some of your fish were pretty small, gonna be fun to find them now. What prompted the upgrade?
Actually, I stopped by there over the weekend, and was surprised to see that they had in fact, cleaned up their act. The tanks are clean, the majority of their fish livestock looked healthy. The coral tanks were pretty well put together, and you could actually see things. Their SPS tank...
Due to their size, these guys will make a tasty treat for just about any fish that likes small inverts (wrasses, dottybacks, etc.) You can probably try various gobies and cardinals. Most of the shrimp gobies would do well.
I had a large hawaiian featherduster that would do this occasionally. I never saw that it adversely affected the animal. Not sure if it was the exact same symptom as yours is showing, though.

I think that you only really have to worry if the spots are raised bumps.
