I agree that you should find the root of the problem first. The cannister filter needs to go. I assume you have a hang on back skimmer. If you decide to upgrade I recently got a reef octopus hang on back and am very satisfied. You really dont need any other filtration besides a skimmer and good flow throughout the tank. Also, and this is probably most important, once you have cleared up the problem, do weekly 15% water changes using RO water (and make sure your RO isnt dirty). Do not slack on the water changes. Check the water you have been using. If it is not RO, that could be the root of the problem. Age of bulbs could also be contributing. If the bulbs are over a year, change them out.
I battled the hair in the past. I tried turning the lights off, tried pulling and scrubbing. Though some may disagree about their effectiveness, I bit the bullet and got a couple emerald crabs. I have been hair algae free since. Good luck.
