It can but I would be cautious to unless you know for sure the new impeller diameter will fit.
If you are looking to reduce gph, you can cut a few blades off the impeller to reduce water movement. Make sure the blades you cut are equally ballenced by cutting equal opposite ends unless you will have an imbalance.
To increase gph, I recommend an additional or new pump.

I do not plan to reduce the speed on the pump. I plan on increasing the speed volume on the pump.
