After a power outage I stopped using my BRS dual reactor which has carbon and Rowa.
After 3 weeks of no use I openned it for cleaning. It is smelling a bit . Dumped the sw, contents etc.
To disinfect I immersed it in Vinegar/water solution [50% of each ]for a day.
I will then scrub it well and clean.
Is this enough or should I clean with bleach?
Can I clean and reuse the old sponges too?

I want to use this reactor again :D

Vinegar & water is just fine. You could have simply cleaned it out with that right after you emptied the contents.
Yes, you want to thoroughly rinse out the sponges (tap water is fine for cleaning, but I usually do the final good rinse in either RO or SW), they should be good for the life of the reactor.

Get yourself a package of bottle/fish tank brushes & a new firm toothbrush (all for dedicated fish tank use!), they will all come in handy for scrubbing things in this hobby, especially that skinny tube in the middle of the reactors! :)

Just a note...diluted chlorine bleach (unscented) can be used on certain things ..some folks use it to clean their filter socks BUT, it must be very thoroughly rinsed with a LOT of water and the items should be air dried until there is NO - NO - NO smell of chlorine left. I would not suggest it for the reactors - vinegar & or warm water is sufficient for them.
