Freshwater cooking - Dry Rock

I have some rock that came out of my tank a while ago. It's dry now. If I wanted to cook it to rid it of phosphates. Could I do it with fresh water? What would be a source of the bacteria needed to eat the phosphates in fresh water?

I realize that's since there's no bacteria colonies in the rock, it would probably take longer to cook, whether it's fresh or salt water. How does one know when the progress it complete?

you can probably introduce carbon and a phosphate sponge to help get rid of anything that may be in the rock. But I don't think you will ever get 100% out of it.
