To calculate how much sand you need, use this calculator. You will have to decide how deep a sand-bed you want. That can be dependent of what type of fish you want to put in your tank as some (mostly from the wrasse family) actually sleep in the sand-bed, and others build burrows in the sand.

Live rock..that one isn't as easy to answer as the are different types of rock, some much more porous than others. The general guideline is 1 pound per gallon. You often get the best bang for your buck by starting a tank with 'base rock' (dry, white, no life in it) and allowing it to mature in your tank. 'Life' is introduced by adding just one rock from a healthy, established tank and in time you will be off to a great start with no headaches from rock that might already be loaded with nitrates & phosphates.
