I am starting a 90 gallon second tank since my 125 is packed now :))

I had an extra heater 300 whats .

The 90 gallon is 1/2 full , sump still empty.

i am just circulating the water w a power head and have heater plugged in .

temp is too high even on the heater's lowest setting .
Is it because i have not filled the tank or is the heater to much wattage ?

If the heater is submerged to the appropriate depth, I would assume the thermostat in the heater is not functioning properly.
