Does keeping INVERTs in a FOWLR make it a Reef?

heh, it could be Full Of Wild Live Rock,
and every reef starts with that.
On the east coast of Florida, reefs are made by encrusting worms. It's not a coral reef, I guess its a worm reef?

It all depends on your definition of reef. Technically it's a reef of sorts. Just not a coral reef.
Also some inverts are sensitive to salinity and can't be kept at lower salinity which is typical in most fowlr setups.
