I've recently got back my Liverock from my old fish tank from 12yrs ago. The Liverock was outside on a fire escape for 7yrs. Some of the rocks had moss and the others are in pretty good shape. I asked around in the chat here on how to do a proper cleaning of the rocks. One person recommended using meriatic acid and I did here's a couple of pics of the progress thus far.

Muriatic acid works to dissolve the top layer of rock quick, then a good scrub and soak in RO water. Test for phosphates after a few days. If still high, repeat. If you have an active tank, I would then transfer these rocks to that tank and let them sit in there a few weeks.
