You do not have to cycle it either since it is dead. Just put it in and let nature take its course. What you lose versus live rock is that you are not introducing any new life to your tank you are just providing a new home for critters already in your tank.

he does need to cycle it if he's putting it in an established tank, reason being that a lot of life died on the rocks. if it's a new tank just place the rock in and wait until it cycles.

There is a big difference between the die off of live rock in transit for a week and rock sitting outside for a few months. Live rock with die off provides all you need to get your cycle started. In this case there will probably be no noticable cycle without adding something to create ammonia. Most of the die off will have disintigrated by now. But I could be wrong and it would not be prudent to put it directly into an established tank.
