Think the rock has finished cycling. Have started the lights on 12 hr cycle and starting to get brown growing on the rock and glass. If nitrates measure zero, is now the time add clean up crew? Was planning on adding more substrate (only have about 1/2 inch) and seeding it - should I do that before adding the crew? As always TIA.

Most likely a Diatom bloom. This is very normal for this stage of tank life. The Diatoms will die-off as they deplete thier food source. Make sure you are using RO/DI water also.

I don't have RO yet although I plan to get one. It's tap water :( . Should have RO w/i a week. Should I leave it and do a couple wc when it comes. How much - 2 - 50%??

Do a 50% water change with distilled/RO when you think your tank is stable then a 10% bi-weekly eventually most the tap water will come out and your tank will look less swampy. You may be left with tap water deposits in your sand, I guess depending on how bad your water is. Atleast thats what worked for my 135g here in Houston, it looks a lot better now although im still kinda scared to stir up the sand too much.
