I have a 20g reef tank(it's new and has only been up for 4 months. I'm also new to this hobby) I read someone on these forums that it isn't a good idea to add a skimmer to a tank that is 20g or smaller. Is this true? and if it is why? Also what else can I do to increase the water quality in my mini-reef?

I would disagree with the contention that it's not good to skim a tank smaller than 20g. It is not esthetic to skim a small tank (your skimmer might be bigger than your tank :) ), but it's good for your tank to skim it.

Regular water changes are good to improve your water quality. Also, the widget popularly known as a refugium is also very good for your tank.

I also say I think some kind of skimmer would be a good idea. For a small tank like that consider an Excalibur. They are not the greatest skimmer but would be more than adequate for a 20gallon and you can get one for just over 100 dollars. If you want to buy something for a potenially bigger tank consider a Remora by AquaC
