nasty live rock

i was adjusting my powerheads earlier, and when they aimed at my live rock, brown dusty/milky stuff went ALL OVER! i mean it was nasty. apparently junk has been collecting on them for awhile. Is this normal, or is this an indication that my tank is too dirty

Many people like to apply a powerhead or a turkey baster to their rockwork periodically just for this reason. Generally some means of removal is used in combination (ie. syphon the crud after it settles to the bottom, put a micron sock on your tank-to-sump drain, etc.) to export the crud from the system.

so basically its normal, i should probably just shoot them more often with the water?

Sure - you can do it as often as you want. I like to coordinate it with a water change so I can syphon out the crud afterwards.
