Algae on sandbed?

Hello,

been battling stuff on my sandbed for quite some time now... Is this some sort of algae? My PO4 levels are around .05pp, using a hana and I cant seem to get rid of this? Any idea what kind of algae?

Been a few months, but just point some flow near it, and possibly get a sand sifter animal.
