Salifert Test Kits

i just got salifert test kits and im a little confused about this.. when it says to use the 1ml tube, i cant get the liquid to go fully to the 1ml mark..it only goes to about 9.2-.5 Am i suppose to only have the bottom of the black part of the piston go to the 1ml mark and have the liquid be at around the .8ml?

please help so i can check my water

Yes. With the tip connected to the syringe, that's how it works.
