New tank Cycle --- weird foam

Hey all - This is my dads new 70g salt tank. He started the cycle process in early January I believe, maybe end of December. This past week he sent me these pictures. I am not sure what is going on.. Hoping one of you experts can help

is it brown foam like from a skimmer?

did he recently add sand? sand makes a prety good foam layer on top of the tank for a few days...
