Do I need to put a UV shield over an ushio 400, 14000k mogul?

Moguls do not require UV shield.

Only DE bulbs need the shield.

You don't need the glass as a UV shield as Wes had replied but it's not a bad idea if your lights are within splashing range.
Lot's of times, a hot bulb might fracture or even shatter if you have fish that splash at the water line and the water can hit the bulbs.
