Lack of a skimmer could be causing this. I have a similar problem in my tank but all i need to do is aggravate the surface of the water with a powerhead or wavemaker and it tends to do the trick.

I agree with some others, looks like soap. Clean your ro storage and check your TDS, then when your all checked out mix and do another change, 15%.

ya... i rinsed out my 5 gal buckets today really good and i got fresh new r/o water.. i just mixed 2 gallons a few hrs ago.. but i didnt rinse the 2 gal bucket i mixed the water in... o well =( i did shake put r/o in the 2 gallon bucket then closed the lid and shook it, but i didnt wipe it. i rinsed my materials with r/o also.. but forgot bout hydrometer.. gonna do change tommrow..well see how it goes.
