I was told it only flashes when something is try to eat it or am I wrong.

they just keep on flashing.

When I saw them in the LFS, they don't flash.

There are 2 different species, both which don't belong in aquariums. One flashes(electric flame scallop) and the other doesn't(flame scallop). These are best left in the ocean and shouldn't be 'saved' from LFS that insist on selling them.

All the electric flames I have seen flash constantly. It's when they stop that ur in trouble. 6 months is usually max expectancy in captivity although I know of a guy who is up to little over ayear now last I spoke to him.

They require 'green water' for nutrition. Lots of microscopic foods for their diet.

Very very difficult to keep them well nourished. Makes feeding mandarins like feeding clowns.
