I wonder what the success rates would be for the captive reared ones. I suppose its probably too early to know if they would stand a better chance. If I were going to take a shot at a powder blue I'd sure go this route. (I'm not as I certainly don't have the proper tank for one now.)
I believe inland aquatics has them. Flying fish express might too, but I'm not sure.
