Can you jack up the sump so that you don't have to put the refug. so low in the ground? You may be able to get a taller tank for it so that you will have larger volumn and still have room for everything...
2 layers of 5mm panels will be both cheaper ($80) and offer you about the same insulation as one layer of 16mm... something to think about...
