That's the thing though...people will come out in droves to protest mistreatment of cats and dogs, but far fewer will complain about the mistreatment of fish, let alone be able to recognize it. Even if someone from one of those animal protection agencies did come by to check out the tanks, it's possible that the manager could still get by them by insisting that their conditions are suitable enough (after all, the fish are alive). I don't have high hopes about things improving by filling out that form, but it may be worth the effort to at least try to get something done. It would help if a lot of us sent in a complaint, but since a large number of us haven't seen the store for ourselves, it may still be disregarded.
