Honestly i dont think they could have seen a project failure in the foresight. Its like the MTA dumping old train cars off the coast of georgia or purposely sinking a ship to setup a reef site.... those things worked. There just wasnt really a way to foretell the future of the project.

Actually I have been advocating dumping tires in the sea for decades just not in the tropics. In New York where I do most of my diving I see a lot of tires. Most of them fell off tugboats which use them for bumpers. In almost every tire in the Long Island Sound there lives a lobster. Most of the Sound has a mud bottom with large rocks mixed in. There are not enough hiding places for lobster which limits their number by not giving them a secure den to live in. When there is no rocks (or tires) the lobsters can dig a hole but they are preyed upon by almost everything.
We have large blackfish, sculpins and shark that eat them.
In the Sound the tires quickly get partially burried in the thick mud and they are not going anywhere. Where there are no rocks (or tires) there are also no lobsters or fish.
