i just used white portland cement and aragonite sand... it worked pretty well, but i added too much water, and the shapes kinda melted.

more flow across the sand, and maybe shorten your photoperiod. ive seen that to help, but regardless, it will grow until it removes all of random nutrient x that cyano requires, then completely disappear. (unless your tap water contains random nutrient x)
