You should have done 15% water changes every two days until your parameters were at a more reasonable level. Placing your rocks into newly made saltwater is going to kill off any beneficial bacteria that was on them and cause a re-cycle. What's the size of the tank that crashed?

Definitely the ballast. They tend to buzz and/get extremely hot when they're defective or about to crap out.

The refugium on my 150 is about 20 gallons. I keep the reactor pump inside of a mesh bag in the fuge by the baffles leading to the return chamber. The return coming out of the reactor is hosed back into the drain's filter sock to get out as much of the free floating gfo media out of the water.

They discontinued the POVs skimmers and most of their old skimmer line cause they went with a different pump company on their new line, or at least that's what a dude I know told me. He also has a POV. You will need to get in contact with CoralVue if there's anything you need from ReefOctopus...
