Are you using ro water? Other than you salt being a little high for my blood, levels look pretty good, and if you are having problems with algae then you def have a problem. Why don't you post some "decent" pics of your tank, including a whole tank shot, and some close ups of the problem spots...

That's a killer right there..... Everything that's in your tap water ...phosphates,ammonia,rust,sediment, and more is just building up in your tank......
