I know what you are getting at, I would premix water first and then put sand in, after you make the sand flat and level in the aquarium, you can then use a small pump connected to a hose and pump the salt water into the tank, aim the hose at aquarium glass so you won't stir up the sand too much.

so in short, sand first then water

or just put a bowl in the tank and aim the hose into that. works perfectly & doesn't disturb a thing

I hope I don't have a rude awakening some day.I did not put eggcrate on the bottom,put in the sand and then the rocks.I hope the sand will cushion the rocks and keep them from hitting the glass bottom.Too late now,right?
not worth worrying about, IF the rockwork is stable...but since you put in sand first...make sure there are no sand digging inhabitants that may cause the rocks to tumble!
