well the only thing i really don't get is the control of it. am i supposed to put it on a timer or something or do i just plug it into my reefkeeper and let it be controlled by the orp probe by keeping the orp at 390? im going to use a 200 mg/h generator because it costs like $50 and anything less is either an air purifier or a red sea ozonator which cost like $300.

Just for clarification, you can buy the 200mg/hr. However, most ozonizers allow you to control the output.. That is what I was referring to when I said that it was unnecessary to crank it past 40mg/hr..

pauliwalnuts actually uses a UV ozone generator that you may find very cool since you don't need an air dryer.. not sure how the output is controlled on those..

i know i have to put activated carbon on the top of the skimmer so none of it escapes into the air but is it truly necessary to put it on the output of the skimmer too or will the distance from the sump to the tank be enough for it to break down.

I have been using ozone in my DIY skimmer for about 35 years continousely, I never turn it off, I never smell ozone and I don't have any carbon on top, next to, inside or anywhere near my skimmer or in the outflow water. If the water is going into a sump, don't worry about it. Ozone lasts less than seconds in a skimmer. If you were dumping it right back into a tank it may be different but not much.
If there is an ozone leak somewhere you will know it right away. An aquarium ozonizer is not a nuclear powerplant and it is not as dangerous as many people think.
I run mine fully open on the highest seting which is 100mg/hr. There is a controller on it set for about 400 but it generally stays around 350 or so.
Be sure to use ozone resistant tubing because vinyl tubing will rot fairly fast.
