He did not have a permit to collect from the lab. He was given permission to take the corals that were too small to meet the requirements for relocation.
He was given a full explanation and was well aware of why he could only take those small corals. They were the corals that were too small to meet the Federal requirements that the Navy had agreed for relocation.
If you will read everything, it is spelled out in Lauri's email dated Feb 14, that Eric was "originally to chip his own corals from the wall, but this fell through with logistics" "he did collect from the nursery baskets and looking at his inventory he totally disregarded my (Lauri) directive" "11 coral species totaling 40 corals ALL over 20 cm."
"I (Lauri) specifically explained that for the corals over 20 cm, the Navy was obligated be permitting to transplant them and that they MUST remain in the nursery."
Eric knew exactly what he was doing. He waited until Lauri was not "watching the hen house", when he knew she was not there.
Lauri's fault was to explain to him the situation, make him fully aware of why he could only take certain size corals, then trust him.
Then when the corals started dying on him, he was busy traveling. How could he not get in the warehouse to return the corals, when he could get in the warehouse for a salt study.
