Wayne,
You're even scaring me now.
You were 'informed' by an 'industry member' that there are importers of cyanide fish from Indo and the Philippines in California?
You mean like in furtive, secret, sporadic behavior like in clandistine shipments of cocaine?
You have been informed on a daily basis by 'members' as to the endemic nature of cyanide fish in all routine shipments of fish from these two countries by all importers. The only way to avoid it is for the exporter to select from only divers already converted and bringing in their more limited varieties directly to them. This means avioding many other divers and staying true to the few...hence...it hardly happens except with a few exporters and a few importers.
You have heard of the bibical quote..."you will know them by their fruits"? Well, in this case you will know them by their LACK of Fruit!
Saying you deal in netcaught fish is generally like saying that your cocaine is corruption and murder free. Yeah right!
Its the system that provides it...but this old, explanation has not been updated in a month so here it is again.
Good people all over the world bring in bad fish tyhat causes bad news underwater. Like the shrimp industry. Are shrimp eaters bad people? Are they bad people if they know about the harmful effects of heavy shrimp trawls? Are the shrimpers, the dealers and the merchants to blame? Its an entire industry system that does this and has not been solved by an equally to blame industry of ineffective organizations!
Geez. Wouldn't it be easy if it were just a few unscupulous dealers like in parrot smugglers or the odd Hawaiian wild coral dealer?
Not nearly that easy.
The MAC approach is "systemic" in concept. Its just that they believe in top-down-trickle down reform. They just don't see the relevance in field work, training divers and getting wet. If they did...we'd all support them!
Sincerely, Steve
