I don't think there is any problem with export to the US through Canada as no declarations are required.

Yes, Cuba has one collector and shipper of marine fish and invertebrates. They also have gorgonian, ricordea,a couple types of zooanthids, and live rock.

Yes there are many direct fligjhts to Cuba from Montreal, Toronto Vancouver and other cities.
